Provides technical support and guidance to staff and partners in the region and in country offices. Implements and monitors technical strengthening initiatives. Develops adoption and/or training strategy, designs and conducts training or adoption activities for a specific technical area. Creates scientific and technical material in area of expertise. Assists and gives guidance with development of proposals. Works with communities and partners to maximize local capacity. Evaluates programmatic effectiveness and provides technical assessment reports.

PROJECT DESCRIPTION:
FHI 360 has been awarded the USAID-funded Malaria Action Program for States (MAPS) project designed to support the Nigeria National Malaria Strategic Plan and National Malaria Control Program (NMCP).  The project will increase the quality, access, and uptake of specific malaria control interventions, including insecticide-treated nets (ITNs), artemisinin-based combination therapies (ACTs) expanded use of rapid diagnostic tests (RDTs) and delivery of intermittent preventive treatment (IPTp) to pregnant women.  The project is focused on several states in Nigeria and will include the public health sector and the formal and informal private health sector.  In addition to scale-up and delivery of interventions, the project will: a) strengthen the management capacity of the State Ministry of Health and Local Government Area health personnel to provide planning and oversight of malaria interventions; b) promote positive malaria-related behaviors through behavior-change communication activities and community mobilization; and c) improve the ability of the focus states and NMCP to effectively monitor and evaluate malaria interventions and use data effectively for decision-making.

MONITORING AND EVALUATION OFFICER

POSITION SUMMARY:
The (MEO) will be responsible for working with state and LGA level health authorities, health facilities and other partners in the state to strengthen malaria M&E. He/she will also be responsible for collation of MAPS specific data. He/she will report to the State Coordinator at the state level and receive technical support and additional supervision from the M&E Advisor based in Abuja. Estimated level of effort: 100%

QUALIFICATIONS:
Degree in any of the social sciences,
Postgraduate degree in Public Health, Epidemiology, Statistics or Demography will be an added advantage.
Three years relevant working experience; in M&E and application of DHIS for data management is required.
Excellent communication skills and experience working in monitoring and evaluation of Malaria control programs

TECHNICAL OFFICER - PREVENTION AND GENDER

BASIC FUNCTION:
The Prevention and Gender focal point would be expected to advocate for greater attention to Prevention issues, gender perspectives, providing the necessary rationale and advice on approaches to support Prevention and gender mainstreaming throughout FHI 360. S/he will be responsible for integrating gender sensitive approaches to technical assistance. S/he will promote high level of collaboration, communication and cooperation with government agencies, stakeholders and identify appropriate interventions.

Qualifications:
1.  Master's Degree or equivalent in Development Studies, Gender Studies, Sociology, Anthropology or related discipline with 3-5 years working experience in gender integration at the national or international level.
2.  Or Bachelor’s degree or equivalent in Development Studies, Gender Studies, Sociology, Anthropology or related discipline with 5-7 years working experience in gender integration at the national or international level.
3.  Expertise in prevention, gender analysis, strategic planning, and integrating gender balance into project design and management is required.
4.  Experience in dealing with issues of women's rights and gender mainstreaming within public institutions and/or international organizations required.
5.  Hands-on experience in HIV prevention, design, monitoring and evaluation of development projects is required.
6.  Preferably a recognized gender expert in the field, with first-hand knowledge of gender experience working in Economic Development, Gender equality issues, Public Policy, or Social Development.
7.  Demonstrable experience in large and complex SBC/BCC mobilization activities in a donor (USAID, DFID, CIDA, etc.) funded national health-focused project.
