The USAID Nigeria Expanded Trade and Transport Program (NEXTT), implemented by CARANA Corporation, seeks to improve trade policy, support trade capacity building and remove bottlenecks to the free flow of goods, especially agricultural goods. NEXTT builds on and extends trade and transport activities begun under the USAID MARKETS (Maximizing Agriculture Revenue in Key Enterprise and Target Sites) Project and on the export promotion activities of NEEP (the Nigeria Expanded Exports Program).
NEXTT contributes to food security and poverty reduction in Nigeria and supports regional trade and transportation objectives by facilitating trade flows. It supports Nigeria’s participation in the African Growth and Opportunities Act (AGOA) and complements agricultural productivity improvement efforts under the United States Government’s food security initiative Feed the Future with three program activities: transport corridor improvements, policy reform and trade facilitation, and expanded export support.
PROJECT DEVELOPMENT FACILITY (PDF) MANAGER
NEXTT seeks a Manager to implement and monitor a Project Development Facility (PDF) designed to mobilize private capital for high priority investments in agribusiness, transport, logistics or infrastructure along the Lagos-Kano-Jibiya (LAKAJI) corridor. The PDF Manager will provide the strategic leadership of the Facility. S/he will actively seek out initiatives and specific firms to participate in the facility, ensuring the best projects are selected and implemented. S/he will also liaise with financial institutions and other public and private funders to leverage additional resources and ensure sustainability.
RESPONSIBILITIES:
As a senior-level manager, the PDF Manager will play a key role in:
Supporting the identification of funding sources and managing high-level partnerships
Planning and convening a committee for project selection
Managing a pipeline of potential projects in collaboration with stakeholders
Overseeing timely implementation of technical assistance
Identifying additional sources of funding to expand the facility
In managing partnerships with eventual project financiers (banks, investment funds, MFI’s)
Successfully linking promoters with sources of finance
QUALIFICATIONS
Demonstrated expertise and excellent track record in management, finance, accounting, and office operations
Minimum of five years’ experience in administrative and financial management of medium to large-scale, complex, international development assistance programs
Demonstrated experience in successful funds and grants management, investment facilitation, and working with BDS firms.
Experience in developing and managing large budgets, with relevant IT applications.
A Master’s Degree in Business Administration, Finance, Accounting, or other relevant field desired, or a Bachelor’s degree and accounting professional certification with 5-7 years’ relevant office experience
Demonstrated ability to successfully lead, manage or support challenging projects involving both public and private sector stakeholders
High level of leadership, interpersonal, technical, and analytical skills including a demonstrated ability to interact effectively and collaboratively with a broad range of public and private sector counterparts and other key stakeholders
Must have strong English written and oral communication skills
Preference will be given to Nigerian nationals
Local candidates preferred; relocation will not be provided
